Board adopts building-permit changes and other ordinances, postpones flood-control ordinance

The Board of Aldermen handled multiple legislative items during its March 2 session, approving amendments to building-permit rules, park rules for alternative vehicles, a site plan for chiller equipment, and formalizing several bills into ordinances, while postponing a separate flood-control ordinance.
Bill #6590, which amends portions of Chapter 400 related to residential building permits and clarifies when Architectural Review Board approval is required (sections 400.450, 400.920, 400.930 and related divisions), was amended by a motion from Alderwoman Michele Goad, seconded by Alderman David Plufka, and then perfected into ordinance form on a subsequent motion by Alderman Jeff Gould seconded by Alderman Steve Lochmoeller. The board approved the amendment and the final ordinance by roll-call votes (Alderman Sullivan Erger absent); Bill #6590 became Ordinance #5215.
The board also perfected Bill #6592 (amending Sections 375.010 through 375.150 regarding alternative vehicles and adjusting park rules; repealing Sections 340.100 and 340.107) into Ordinance #5216 following a title reading and a perfection motion by Alderman Plufka seconded by Alderwoman Sharon Harter.
New business included Bill #6594, granting site development plan approval for a chiller equipment sound enclosure at 2555 Hermelin Drive; Alderman Jeff Gould moved for the second reading and Aldermen Lochmoeller and Gould moved/seconded to perfect the bill into ordinance form, which passed and became Ordinance #5218.
Earlier in the meeting the board approved a consent agenda that included operating expenditures of $145,933.25 and revised Certificate of Participation proceeds of $837.50, for a total of $146,770.75. The board also postponed the second reading of Bill #6591 (flood hazard controls) to the March 16 meeting by unanimous motion.
All roll-call votes recorded "aye" from the present aldermen when noted, with Alderman Sullivan Erger consistently recorded as absent for those items.
