Shiawassee County board approves $13.25 million in payments, multiple contracts and grants

The Shiawassee County Board of Commissioners approved a batch of invoices and payroll totaling $13,246,961.35 and authorized a series of contracts, purchases and grant acceptances at its Oct. 23 meeting in Corunna.

The board voted unanimously to authorize warrants for Invoice Edit Reports and Payroll Batches listed in the meeting packet, a combined total of $13,246,961.35. Commissioner Webster moved the payment authorization; Commissioner Garber seconded. The roll call vote was seven yeas, zero nays.

In separate votes the board approved a series of routine but budget-relevant items. Actions included approval of the 2024 drain assessments, acceptance of committee minutes, and the apportionment report directing millage rates to be spread on taxable value. The board approved two rehabilitation mortgage discharges for properties in Owosso and an HVAC control upgrade by Honeywell not to exceed $18,150.

The board also approved vendor and capital purchases: a clerk file-shift contract with U.S. Archives not to exceed $12,500; purchase of two servers from GovConnection not to exceed $28,235; and acquisition of three vans for the Veterans Affairs Office not to exceed $105,000 from fund 293-000002.000. Additionally, two golf carts for county use were approved not to exceed $15,100 (Carts R Us).

Several grants and contracts were accepted or authorized. The board approved multiple criminal-justice grants — including a Michigan Mental Health Court grant of $82,705, an Edward Byrne Memorial Justice Assistance Grant of $79,000, a Michigan Drug Court grant of $54,000 and a Swift and Sure Sanctions Probation Program grant of $55,000 — and authorized the chair to execute related documents. The board approved a contract with LACASA for child-care-related services not to exceed $54,040 to be paid from the Child Care Fund.

Public health funding approved at the meeting included three grant agreements for the Shiawassee County Health Department: $2,101,083 and $1,578,931 from the Michigan Department of Health and Human Services for Essential Local Public Health Services (both for the 10/1/24–9/30/25 period), and $102,685 from the Michigan Department of Environment, Great Lakes, and Energy for Environmental Health Services (10/1/24–9/30/25). All health-related grant motions carried unanimously.

The board confirmed appointments requested by county officials, including the appointment of Krissi Lab and Alyson Caverson as non-attorney district court magistrates and the chair’s appointment of Cynthia Civille to the Department of Health and Human Services Board for a three-year term. Commissioner Webster moved the magistrate appointments; Commissioner Emery seconded.

County Clerk Caroline D. Wilson closed the meeting with an early-voting reminder for the Nov. 5 general election and noted a proposed mural contest for the Early Voting site. The meeting adjourned at 5:49 p.m.
