City hears actuarial valuation showing improved funding for police and fire pension plan

AJ Stoll of Ekon Benefits presented the City of Brentwood Police and Firemen's Pension Plan actuarial valuation for Jan. 1, 2026, reporting a market value return of 12.33% compared with an estimated 7%, which he said yields an overall improvement in the plan's funding status.
Stoll told the Board of Aldermen that this performance represents seven of the last nine years with double-digit investment returns and noted the funding trajectory has improved. He cautioned, however, that the actuarial position could be affected by the pace of future salary increases and that "potential adjustments may be necessary" to offset those impacts, as staff and trustees evaluate long-term assumptions.
City staff did not propose any immediate changes during the March 2 meeting. The valuation will inform future budgeting and pension policy discussions; the board did not take a formal vote on funding changes at this session.
