Heard County approves rezoning for 140 Pamela Court over one dissent

Chairman Tracy McCormick presided as the Heard County Board of Commissioners on May 19 approved a rezoning request for 140 Pamela Court in Hogansville.
Gene Quick, who identified himself as the property owner and a licensed contractor, told the Board he completed a level-three soil test and plans to build a 1,200-square-foot home with hard plank siding and architectural shingles. The Planning Commission had reviewed the application on April 15 and recommended approval.
Commissioners asked about intended use, setbacks and compatibility with surrounding land uses. After discussion, on a motion by Commissioner Curtis Mock with a second by Commissioner James Perry the Board voted 4–1 to approve the rezoning; Commissioner Iris Harris cast the sole recorded opposition.
The Board opened and closed the public hearing on the application by unanimous procedural votes earlier in the meeting; no members of the public spoke in opposition. The minutes record that Mr. Quick said he is currently building a similar home in the City of Newnan.
The decision allows Mr. Quick to proceed under the single-family residential classification, subject to any permits and inspections required by county standards and applicable state approvals. The Board did not record any conditions or amendments to the approval at the May 19 meeting.
The case will be processed through the county’s permitting channels; the Planning Commission recommendation and the Board’s approval are part of the official record.
