Garfield County commissioners approve slate of health‑department contracts, insurance renewal and equipment disposals

The Board of Garfield County Commissioners met on June 29, 2026, in Enid and unanimously approved a package of contracts, appointments and resolutions affecting county operations and the Garfield County Health Department. Commissioners Clarence Maly (chairman), Reese Wedel (vice-chairman) and Joe Kegin Jr. (member) voted aye on all recorded motions.
The board approved the minutes of the June 22, 2026 meeting and recorded that no members of the public signed up for public comment. Vice‑Chairman Reese Wedel moved approval of the FY2027 Master Contract for Regional Secure Detention, which includes two one‑year renewal options for FY2028 and FY2029; the motion passed unanimously.
Commissioner Joe Kegin Jr. moved to adopt Resolution No. 26‑78 to accept the ACCO‑SIG Property & Liability renewal quote for the Garfield County Industrial Authority and to choose payment Option No. 1 in the amount of $2,000. The coverage period was recorded as July 1, 2026, through June 30, 2027; the board voted aye.
The board approved three road crossing permit applications for the Town of Breckinridge and authorized payment of the Garfield County Sheriff’s credit card expenditures totaling $220.00. Commissioners also approved the April and May 2026 monthly reports from listed county offices, subject to audit.
A $33,019.83 invoice for Bridge Inspection (Invoice #424304) and the associated consultant report (CED) was approved following a motion by Commissioner Kegin.
The meeting included an extended series of motions approving FY2026–2027 agreements and memoranda of understanding for the Garfield County Health Department. Approved items include maintenance and service agreements with Standley Systems and Advanced Water Solutions; a service contract with County Budgeting Services LLC; a business agreement with 4R Kids; a service agreement with Faith Mechanical; a maintenance contract with Generator Supercenter of Oklahoma; a contract with Bass Baptist Health Center for a Pregnancy Resource Navigator (PRN); a multi‑year agreement with Pitney Bowes effective July 1, 2026, through June 30, 2031; employee assignment confirmations involving Amergis (for bilingual customer services) and clinical RN staffing; and a staffing agreement with Viemed Healthcare. Each agreement was approved by unanimous vote.
The board approved Resolution No. 26‑80 to dispose of certain old County Clerk records (specified as FY2016–2017 purchase orders, FY2017–2018 Treasurer’s Daily Reports and insurance reports) and adopted Resolution No. 26‑81 declaring four 2021 motor graders (inventory codes D2 305.193, D2 305.196, D2 305.194, D2 305.195) surplus after finding them obsolete; each machine’s recorded original purchase price was $290,973.00. Resolution No. 26‑82 authorized trading the described graders. All actions recorded an aye vote by Maly, Wedel and Kegin.
Commissioner Kegin moved to appoint Dudley Darrow to the Garfield County Board of Health; the board approved the appointment. The board also authorized several appointment/removal actions for receiving and requesting offices for postage meter accounts, Court Clerk payroll and the Local Emergency Planning Commission (appointing Jacob Price and removing Mike Honigsberg).
Agenda items not acted upon were carried over to a later date. With no further business, the board adjourned to meet July 1, 2026. The minutes were attested by Lorraine Legere, Garfield County Clerk and Secretary, and Chairman Clarence Maly.
