The Heard County Board of Commissioners continued review of a draft Mobile Home Ordinance at its May 19 work session and agreed on several technical standards while warning the measure may be delayed until the county's ordinance book is corrected.
Board members reaffirmed that state law prohibits regulating manufactured homes on the basis of age and discussed provisions staff had drafted to define permanent installation. Commissioners generally supported requirements that new or installed units meet a minimum of 1,000 square feet, have a roof pitch of at least 4/12, undergo pre-move and post-move inspections, comply with applicable engineering codes, be permanently underpinned with masonry, and have porches installed before a Certificate of Occupancy is issued. The board also discussed title-retirement requirements and removing axles, wheels and tongues when a unit becomes permanently installed.
The board did not adopt the ordinance. Members noted errors in the attorney's draft and said the ordinance may need to be tabled until staff completes updates to the county's consolidated ordinance book. Commissioners asked staff to produce a corrected draft and to return the item to a future work session for further consideration.
Next steps: staff will correct the draft ordinance and present revisions at a later meeting; no formal action was taken at the May 19 work session.
