Romeoville to use IEPA SRF loan, selects Whitaker Construction for wastewater-plant improvements

The Village of Romeoville moved forward May 20 with plans to upgrade its wastewater treatment facility, accepting a notice of intent to award Whitaker Construction & Excavating Inc. for the work and advancing an IEPA State Revolving Fund (SRF) low-interest loan application.
Public-works staff member Chris told the board the village had pursued SRF funding for roughly two years. He said the original project estimate was $11,000,000, engineering estimates for bypass work were lowered to below $10,000,000 during planning, and the selected bid came in at "$10.2" million, within the village budget expectations. The work described includes changes to tank structures and adjustments to hydraulic routing, plus some excavation on 135th Street to improve flow and treatment efficiency.
Chris said the village's engineer, Paul Rusko of Robinson Engineering, recommended Whitaker based on their regional work. The village also discussed scope items intended to improve biological treatment times and plant hydraulics. The board approved the related resolution as part of the consent agenda.
Next steps include final contract execution and coordination of engineering oversight; staff indicated the project will proceed under the SRF loan terms and standard construction administration procedures.
