Board authorizes RG Architects subconsultant and Bowman signage work for gatehouse and monuments

The River Ridge CDD Board on Oct. 22 authorized Bowman Consulting Group to retain RG Architects, P.A. as a subconsultant to redesign two gatehouses and approved Bowman’s landscape architecture proposal for master signage across Pelican Sound.
Eric Long presented the RG Architects fee proposal for gatehouse redesigns, describing the work as a façade and functionality facelift rather than demolition. Long said the main gate has been struck 12 times this year because of low clearance and discussed zoning, elevation certificates and anticipated design and permitting timelines of 12–18 months. Discussion addressed whether monuments would be done by the same vendor; staff indicated Bowman could coordinate to ensure consistent appearance.
Board members discussed booking the estimated $62,500 as an up‑front deferred cost to be invoiced to the CDD when financing is issued, and authorized Bowman to retain RG under Bowman’s standard terms with the Chair authorized to execute documents after District Counsel and Manager review. The motion carried on a vote by Mr. Blumenthal, seconded by Mr. Mountford.
Separately, the Board approved Bowman Consulting Group’s proposal to replace monuments throughout Pelican Sound, with neighborhood monument work budgeted under Pelican Sound replacement reserves. Mr. Long said renderings and 3D visuals from RG can convey the intended appearance to neighborhoods during communications and monthly updates.
Mr. Krebs will confirm construction‑plan availability and whether a Subconsultant Agreement or lower markup in an existing agreement applies. The Board did not set a construction start date but discussed financing and a 2026 target for construction commencement.
