River Ridge CDD appoints Keith Merrill to vacant seat, adopts officer slate

At its Oct. 22 meeting the River Ridge Community Development District Board appointed Keith Merrill to fill the vacant Seat 1, term expiring November 2026. Chair Bob Schultz nominated Merrill; the appointment was approved on a motion by Schultz, seconded by Robert Twombly, with all supervisors voting in favor.
Mrs. Adams, a notary, administered the Oath of Office to Merrill and District Counsel Tony Pires and Mrs. Adams reviewed required ethics training, disclosure filing, public records requirements and the Sunshine Law. Mrs. Adams also noted state Oath of Office filing procedures and a $10 fee associated with execution.
The Board also adopted Resolution 2025‑01 to elect and remove district officers. Kurt Blumenthal nominated the slate: Bob Schultz as Chair, Terry Mountford as Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries, and Keith Merrill as an Assistant Secretary. The resolution removed James Gilman from the Board’s officer list. The motion to adopt the resolution was made by Mr. Blumenthal, seconded by Mr. Mountford, and passed unanimously.
No contested nominations or roll‑call objections were recorded in the minutes. Staff indicated required ethics and disclosure forms will be provided to the newly seated supervisor.
