Henderson County commissioners approve seat-belt policy, accept grant for three deputies and clear multiple routine items

Henderson County Commissioners Court unanimously approved a package of routine but substantive actions, including a seat-belt usage policy tied to federal grant requirements, acceptance of a grant tied to Senate Bill 8, hiring authorization for a court coordinator and certificates of substantial completion for two county buildings.
Miss Vaughn told the court the seat-belt resolution is intended to comply with federal grant verbiage required for ARPA funding and to promote employee safety. "This is just a resolution to comply with federal guidelines... For, specifically ARPA," she said. The court approved the stand-alone seat-belt usage policy and discussed whether the policy language should also be incorporated into the county personnel policy.
On grant funding, Miss Vaughn said the county expects "about 80,000 from the feds" associated with Senate Bill 8 and that the sheriff's department plans to use the money for salaries for three deputies. The court approved a resolution to receive the funds "for grant purposes".
The court also authorized hiring a court coordinator for Court at Law No. 2 upon the retirement of the current coordinator; staff said the position will be filled at a lower step and no budget amendment is required. Commissioners authorized certificates of substantial completion for the Henderson County Senior Citizens Building and the Henderson County AgriLife Building, moving the projects into the warranty stage and allowing release of contractor bonds as appropriate.
Other routine business approved unanimously included payrolls for biweekly period 10 and early voting/election-day payroll, an accounts cash sheet for period ending March 2026, payment of bills totaling $358,499.43 for fiscal year 2026, and a final replat for Bonita Point creating Lot 42-R (approx. 0.186 acres) for filing purposes only. The court also approved a right-of-way notice permitting Spectrum Gulf Coast LLC to install fiber optics on County Roads 3821 and 3822.
The court voted to convene into executive session under Texas Government Code §551.074 at 09:30 to discuss personnel matters — performance reviews for the fire marshal, development office coordinator and human resources director. The meeting record shows no public objections to the actions taken and most items carried by unanimous voice vote.
