Silvis council approves deed restriction release, grants and routine finance items

Mayor Matt Carter presided over the meeting at Silvis City Hall. In committee earlier that evening Alderman Doug Greer moved to advance Ordinance 2024‑29 (the 2024 tax levy) under Proposal B (1.6365 percent) and to add the Police & Fire Pension item to the Dec. 3 agenda; that motion carried and the tax‑levy proposal was scheduled for formal consideration.
On the consent and regular agendas the council approved the Release of Deed Restriction for the Twin Oaks Hy‑Vee property. Alderman Doug Greer moved the approval in the regular meeting and Alderman Dave Rice seconded; the motion carried with five yes votes and three members absent.
The council also approved an intergovernmental agreement with Bi‑State to contract for consultant services to prepare an enterprise‑zone application at a cost of $1,798.14, after a motion by Alderman Doug Greer and second by Alderman Dave Rice. The council approved a $7,500 donation request for Mainstreet and authorized a $2,000 credit card limit for Fire Chief Tom Cassidy; both motions passed unanimously among voting members.
Council members authorized the Fire Department to apply for grant funding of up to $50,000 with a 5 percent match. During staff reports, Fire Chief Tom Cassidy said he has been on the job three weeks and that "we had 18 at training last night," describing training participation as "outstanding." Police Chief VanKlaveren encouraged volunteers for the department's "Shop with a Cop" event at Walmart on Dec. 10, saying, "If anyone wants to volunteer be up there by 10:00 or 10:15." Public Works reported using 22 tons of salt on an initial run.
The Committee of the Whole adjourned at 7:41 p.m.; the Regular Meeting later approved the moved items and adjourned at 7:50 p.m.
Votes at a glance: most motions recorded a 5‑0 yes vote among present voting members; Aldermen Tony Trulson, Joshua Dyer and Alderwoman Chrissy Winters were recorded as absent on multiple votes.
