Clinton council approves budget amendment, airport generator change order and routine actions; schedules budget workshop

The Clinton City Council on May 5 approved a batch of routine municipal actions and received staff reports, including a budget amendment to appropriate recent grant money, an airport generator change order, and public-works and utilities updates.
Budget officer (speaker 14) presented a budget amendment to appropriate returned grant funds and to realign salary and benefit funding for the rest of the fiscal year; the council approved the housekeeping amendment by motion. The budget officer stated the proposed budget includes no tax increase and funds the fourth phase of the downtown redevelopment on Elizabeth Street. A budget workshop was scheduled for Tuesday the 12th and a required public hearing is expected in June.
"There is no tax increase," the budget officer said while describing the package and the schedule for review and public inspection.
Council approved a change order to add a generator to an airport project so the city can use about $150,000 of available grant money, a move staff said prevents the grant funds from going unused. Staff also moved to surplus and present the service weapon to former Chief Anthony Davis, who retired in January; the council approved the administrative resolution authorizing the transfer after legal review.
Public-works and utilities staff reported recent recognition and operational metrics: the city received a best-tasting-water recognition for its water system; spring cleanup totals were presented (99.7 tons of garbage, 152 tires, seven air conditioners, 115 chairs, 256 furniture items, 35 TVs and 370 miscellaneous items); and 33 AMR meter installs were completed as part of the automated meter-reading conversion program, with routes 1–19 used to track progress.
The council voted to enter closed session to consult with the city attorney on a legal matter; after returning the body reported no action had been taken. The budget workshop reminder closed the meeting's business.
