At its June 16 regular session, Urbana City Council recorded several formal actions: approval of the city’s tax budget for fiscal year beginning Jan. 1, 2027; a Board of Control-backed change order for street repairs; and adoption of an ordinance reverting recent text changes to municipal zoning.
Tax budget: Ordinance 4429-26, the City of Urbana tax budget for the 2027 fiscal year, was moved by Mr. Scott, seconded by Ms. Jumper and passed by roll call 6-0. Director of Finance Matt Wellbaum reminded Council that the tax budget must be submitted annually and "can also be adjusted as the year goes on."
Asphalt change order: The Board of Control recommended that the Director of Administration be authorized to execute a $204,000 change order with Barrett Paving Materials, Inc. covering thirteen full-depth pavement repairs on Miami Street; the work is to be paid from the Capital Improvement Fund and is included in the 2026 budget. Mr. Thackery moved the request to the floor and Mrs. Collier seconded; roll-call vote on approval recorded five yes, one no (Ms. Jumper), and one absent.
Zoning reversion: Council adopted Ordinance 4635-26 to reinstate the text of Chapter 1126 to its pre-4621-25 version, a measure proponents said was necessary to allow the moratorium committee to complete its review of land-use implications for a proposed data center. The ordinance passed by roll call 6-0.
Other business: Council held a second reading of a cybersecurity program ordinance (Ordinance 4634-26) referencing Ohio Revised Code $9.64 and received a first reading of an investment and depository policy (Ordinance 4636-26). Department reports and community announcements followed, and the meeting adjourned at 8:13 p.m.
