Trappe schedules bidder meeting on influent bar screen and holds lead-line extension pending funds; ARPA allocation to be reviewed

Town staff presented multiple items related to wastewater infrastructure at the Nov. 19 Trappe workshop.
Administrator Erin Braband told the Council that four bid packages were received in response to the Town’s RFP for the influent bar screen rehab/replacement. After discussion the Council requested a meeting with two bidders, Bearing Construction and GMB, on Dec. 4, 2024 at 4:30 p.m. to discuss their bids and the differences between the two proposed screen options.
Braband also presented a contract amendment from the engineering firm Davis, Bowen and Friedel proposing an extension of services for the Town’s lead line inventory. Council members agreed they would like to continue the contract but decided to wait to see how much funding remains after the influent bar screen RFP is awarded before finalizing the amendment.
Separately, Commissioner Jeremy Newnam asked Braband to consult with Attorney Ryan about whether and how the Town can allocate American Rescue Plan Act (ARPA) funds toward sewer liner installations once the sewer camera/jetting report is completed, given the short statutory and administrative time frames that can govern ARPA spending.
No formal vote to award the influent bar screen contract or to extend the Davis, Bowen and Friedel contract was recorded in the workshop minutes; the Council’s decisions were to schedule further discussion and to defer final contract action pending a funding review.
