Trappe Town Council approves emergency diesel generator purchase for water tower

The Trappe Town Council voted unanimously Sept. 11 to approve an emergency purchase of a diesel generator and related electrical work to replace a broken propane unit at the town water tower, using American Rescue Plan Act (ARPA) funds.
Commissioner Jeremy Newnam moved to authorize the purchase as described in a quote from Kelly Generator and to contract Bilbrough Electric for the electrical work; Commissioner Michael Sullivan seconded the motion, which the council approved without objection. The council recorded President Schmidt, Commissioner Rose Potter, Commissioner Newnam and Commissioner Sullivan as present for the vote.
Town Administrator Erin Braband told the council staff solicited quotes from five firms and received multiple written offers. Kelly Generator quoted a Generac 130 kW unit for $54,500 with delivery in 6–8 weeks. General Power provided two options: a Perkins 130 kW for $52,051 plus shipping from Florida with a 12–14 week delivery window, and a Perkins 150 kW unit in stock priced at $55,573 plus $2,273 shipping (total $57,846). Bilbrough Electric submitted an estimate of $8,900 for electrical work based on Kelly Generator’s specifications and said it would need to revisit the site to produce a quote using General Power’s specifications.
Council members cited vendor familiarity and existing contract relationships in selecting Kelly Generator. The adopted motion directed the town to pay the combined vendor amounts from ARPA funds for a total purchase and installation cost of $63,400.
The council did not record additional conditions, amendments or a separate approval process; Bilbrough Electric’s note that it would need a further site visit if the council had chosen the General Power equipment remained part of the procurement record. With the purchase approved and no further business on the agenda, Commissioner Rose Potter moved to adjourn at 2:38 p.m.; Commissioner Newnam seconded and the meeting ended by unanimous vote.
Next steps: staff will proceed with the approved purchase and coordinate delivery and installation with the vendors named by the council.
