Hannibal council approves $30,860 purchase of new patrol laptops

The Hannibal City Council on May 5 approved a $30,860 purchase of replacement laptops for patrol vehicles, authorizing staff to buy Toughbooks from Turnkey Mobile.
John Swise, the city's IT system administrator, said the existing patrol laptops are about five years old and the department plans to roll out new, touch-enabled report-management software that requires updated hardware. "We are looking for approval for purchase of $30,860," Swise said, adding the new machines have touch screens and should reduce operator friction.
Council members asked whether the purchase had been budgeted and expressed concern about the learning curve for officers. Andy Dorian, the city manager, said the expense was not in the original budget but staff expects to cover it from reserves and, if necessary, will bring a budget amendment next month.
The council moved, seconded and approved the purchase by voice vote with no opposition recorded. Staff said they aim to go live with the new report-management software in September.
