Hannibal council roundup: pension ordinance adopted, reappointment and event sponsorship approved

Hannibal’s City Council handled a mix of routine business and event and infrastructure items at its Feb. 3 meeting.
Pension ordinance and reappointment: Council adopted Bill 26-001, restating the city’s police-and-fire retirement plan document to incorporate earlier amendments and mandatory IRS-related updates. The council also approved the second-reading reappointment of John Dean to the Police and Fire Pension Board for a term through December 2028.
Tourism and events: Tourism Director Trisha Sheltry presented a contract for a special edition of Music Under the Stars on June 11 and a website maintenance agreement. The council approved a $3,425 calendar-year website maintenance contract (Resolution 25-88-26) and accepted a $35,000 sponsorship from the Missouri Division of Tourism to support next year’s events and advertising (Resolution 25-87-26). Sheltry said the sponsorship will help pay for advertising, booth space and a drone show planned for event programming.
Surplus electronics and community drop-off: Eric Graham, the city’s IT director, asked council to declare a large list of electronic equipment surplus so a vendor can collect and dispose of it at no charge to the city; council approved the surplus. Staff said the city plans a community e-waste drop-off event in April; some older items such as CRT televisions may carry a small disposal fee.
Public works change order: Matt Munslinger, director of operations for the Board of Public Works, requested approval of change order No. 3 on the North Street phase 1 project for $197.37 to reconcile installed quantities. He said the amount will be submitted for reimbursement through the ARPA grant used to fund the project; council approved the change order.
Votes at a glance: Council approved by roll-call vote the pension ordinance (Bill 26-001), Resolution 25-87-26 (Missouri Division of Tourism sponsorship, $35,000), Resolution 25-88-26 (website maintenance, $3,425), Resolution 25-90-26 (Andrews Technology/HMS Inc., $101,550) and Resolution 25-91-26 (BSNA Software, $302,635). The council also approved the John Dean reappointment and the IT surplus declaration. No public comments were registered at the meeting.
What’s next: Staff will begin implementation steps on approved contracts and return with budget follow-ups at budget workshops where additional funding and schedules will be finalized.
