The city manager summarized that the city has provided the nutrition center the payment for several years. A council member said, "They are not serving meals 5 days a week... They provide 1 meal a week," and asked whether the city had received the required reports showing the number of meals served and financial details. City staff said the center normally submits a report and that Margie (a center contact) has provided numbers in past years; staff agreed to invite the center to the next council meeting to present.
Council members emphasized they were not trying to withdraw support but wanted documentation to justify the payment. One councilor suggested the center may be doing more in-home delivery and paid-delivery services, which affects the apparent congregate-meal count.
The council amended a motion to table the reading and roll-call adoption of Resolution 2606-26 and voted to table the resolution until the next meeting, with the city manager tasked to invite center representatives and request their financial and meal-service reports.
Next steps: staff will contact the Hannibal Nutrition Center and ask that a representative present meal counts and financials at the next meeting; the resolution remains tabled until that presentation.
