Cornelius Council approves Laurel Crown developer agreement, names River Bend Park and signs recycling IGA

Fryer said the agreement addresses systems development charges, transportation development taxes and responsibilities for required infrastructure improvements. Council President Angeles Godinez Valencia moved to approve the resolution; Councilor Gregory Vaughn seconded. The motion passed 4-0.
The council also approved Resolution No. 2026-28 to name the public park within the Laurel Gardens development "River Bend Park." Fryer told the council the Infrastructure Advisory Board recommended the name because the park sits near a pronounced bend in the Tualatin River. Council President Godinez Valencia moved to adopt the naming resolution, Councilor Eden Lopez seconded, and the vote was 4-0.
City Manager Peter Brandom presented Resolution No. 2026-29 authorizing the city to enter an intergovernmental agreement with Washington County to administer a solid waste contamination reduction program under the Recycling Modernization Act. Brandom said Cornelius participates in the Washington County Waste Shed Committee and that the IGA will coordinate local governments and producers to reduce contamination in recycling streams. Councilor Lopez moved the measure; Council President Godinez Valencia seconded; the motion passed 4-0 and the action took effect immediately.
