The Lonoke City Council voted to accept a contract with ACEP Engineering Services tied to a roughly $500,000 grant for southeast-area work and approved a vendor bid for electrical work tied to an EV charger installation.
Staff summarized the grant terms and engineers27 payment schedule and told the council that the grant requires installed EV chargers be maintained and operable for five years. "They said must make sure chargers are maintained and usable for 5 years," a council speaker reported.
Council moved to accept the contract from ACEP Engineering Services; the motion was seconded and approved by voice vote. The council then discussed procurement details for the EV charging stations. A vendor bid attributed in the discussion to Lumitex (also referenced as Luma Tech/Lumitex in the transcript) for power-station work was put forward with a cited figure of $13,006.88; the council voted to accept that bid.
Council members and staff also noted issues tracing to unrecorded private electrical lines at a separate site, and said they would require proof of 811 locate calls before issuing future permits. The City Attorney and staff said they are updating internal marking and permit oversight to reduce recurrence of hidden utilities being discovered after work begins.
Next steps: staff will finalize contracts and procurement paperwork to meet grant conditions; the ACEP contract and the accepted vendor bid will proceed according to the grant and purchasing procedures.
