President Shipp and Director Snyder introduced Ordinance 49‑26, authorizing emergency repair work with Fabrizi Trucking & Paving for storm and sanitary sewer repairs on a not‑to‑exceed basis of $150,000. The administration said they publicly bid the work and received one responsive bid; Fabrizi has an established working relationship with the city and will be used for emergency repairs while non‑emergency work will be competitively quoted on a case‑by‑case basis. Director Snyder said the ordinance provides a funding cap and the Sewer Division will perform more in‑house work where possible.
Mr. Moran presented Ordinance 50‑26 to engage AECOM Technical Services for hydraulic modeling related to closing SSO #306 (not to exceed $48,000). Council and staff discussed prior modeling, EPA oversight and the requirement in the city's administrative consent order to close the remaining SSOs (city has closed 12 and is down to two). Director Snyder and Mr. Moran emphasized that modeling is intended to ensure closures do not increase basement backups for residents; if closures pose risk to basements, mitigation and resident notification would follow.
Next steps: both ordinances were introduced for readings; staff noted the EPA requires closure certification and that modeling and repairs are necessary steps in meeting consent-order milestones (closure deadline cited in discussion: April 22, 2027).
