Planning Board approves Prindle Avenue subdivision after short public hearing

The Johnstown Planning Board voted to approve a lot-line subdivision for a project on Prindle Avenue after a public hearing held April 1, 2025.
JoAnne Gifford, speaking on behalf of the neighborhood at the hearing opened at 4:02 p.m., said residents were concerned about flooding, traffic and potential impacts on property values and that she was unsure where the project would be located until the city clerk showed her a map. The hearing was closed at 4:07 p.m.
After the hearing, the board unanimously (6–0, with one absence) moved to declare the Planning Board the lead agency for environmental review and to issue a Negative Declaration limited to the lot-line/subdivision proposal. Board Member Chandra Cotter noted the environmental review determination applies only to the subdivision proposal.
The board then approved the subdivision by the same 6–0 vote, noting the developer must return to the board for further appearances once project work begins and to provide required materials.
The board’s approval and environmental determinations were recorded in the meeting minutes; the clerk will retain the formal files and any materials the developer submits for subsequent reviews.
