Rocky River’s Public Safety‑Service Department presented Ordinance 48‑26, asking Council to authorize a contract with Refuse Equipment and Truck Services, Inc. for a turnkey replacement of the transfer‑station compactor at the municipal solid waste transfer facility (22401 Lake Road). The not‑to‑exceed price is $333,635, which includes base removal/replacement work ($310,000), $2,100 for additional wear‑plate improvements, and a $21,535 optional hydraulic 'J' hook trailer‑to‑compactor connection.
President Paul Shipp and Director Snyder said the existing refuse side compactor has reached the end of its useful life and surrounding hopper walls require rehabilitation. RETS’ proposal included installation of 3/16‑inch steel liner plates (with an optional upgrade to 1/4‑inch), new hydraulic power unit and controls, stabilization components, and testing/commissioning. Fabrication is estimated at 22 weeks, with a required completion date of Feb. 28, 2027. Director Snyder explained operational measures to rotate use of the yard‑waste side so refuse collection should continue without a prolonged outage.
Council discussed downtime and logistics; Director Snyder said temporary measures (rotating sides and using a refuse packer if necessary) will keep operations running. The ordinance was introduced for three full readings, with supplemental details to be provided during procurement and scheduling.
