Trappe council adopts procurement update, approves sewer financing and ARPA spending

The Trappe Town Council on Dec. 4 adopted a series of ordinances and resolutions to update procurement procedures and advance financing and repairs for the town’s sanitary sewer system.
President Schmidt read Ordinance 4-2024, which repeals and replaces the town procurement policy; after noting the prior public hearing produced no comment, the council unanimously adopted the ordinance on a motion by Commissioner Water Chase.
The council also approved two financing ordinances for sewer work. Ordinance 5-2024 authorizes the issuance and sale of up to $1,141,000 in bonds to fund repairs, upgrades or replacements of sanitary sewer pumping stations and related public improvements, and Ordinance 6-2024 authorizes up to $1,141,000 in General Obligation Bond Anticipation Notes in anticipation of future bond issuance. Both measures were read by President Schmidt, had no public comment at the hearing, and were adopted unanimously after motions by Commissioner Jeremy Newnam.
Relatedly, Resolution 6-2024 authorizes a Note Modification Agreement with Shore United Bank for an interim General Obligation Bond in the principal amount of $1,376,000 and a related grant; Town Attorney Lyndsey Ryan told the council the resolution extends the loan maturity date six months because U.S. Department of Agriculture funding, while approved, is not yet in place. The council approved the resolution unanimously. Resolution 7-2024 renews a $100,000 line of credit with Shore United Bank; the line carries no current balance and was adopted unanimously.
On ARPA-funded items, Administrator Erin Braband presented an updated accounting of remaining ARPA funds. The council unanimously approved a one-time COVID bonus of $500 for each employee. It also awarded the influent screen rehabilitation contract to Bearing Construction for $130,154 and directed staff to amend the sewer liner RFP to increase the budget to $75,000 and to seek an amendment to Davis, Bowen and Friedel’s contract for $40,000 to provide additional lead-line inventory services. A workshop to finalize remaining ARPA allocations is scheduled for Dec. 23 at 1:00 p.m.
No public comment was recorded on the ordinances or resolutions at the hearings. The council entered an executive session at 7:00 p.m. to discuss a personnel matter and reopened and adjourned the regular meeting at 7:37 p.m.
