Dave Nolan of the Cape Cod Commission led the UPWP presentation, describing the UPWP as the region’s annual compendium of transportation planning activities. He outlined key tasks in the draft: corridor planning concentrated on several intersections, a Route 6 safety and crash analysis, Vision Zero (Vision 0) implementation support and multimodal data collection, a coordinated human‑services transportation plan update, a bridge‑restrictions technical memo, and work on a ridership dashboard that could incorporate CCRTA and other carriers’ data. Nolan said the draft budget totals just over $1,000,000 from state and federal partners.
Kevin Galligan moved to release the draft UPWP for a 14‑day public comment period; Liz Argo seconded and the roll‑call motion passed. Members asked staff to follow up on bridge‑posting questions and emergency‑vehicle waiver procedures; staff said the bridge restrictions memo (task 4.2) is intended to consolidate restriction information and better prepare towns for future postings.
What happens next: the draft UPWP is posted for public comment and staff will return results and any recommended changes at the MPO’s May meeting.
