District lays out operating millage ahead of August 4 vote

Conan said the current operating levy expires in December 2026 and that the district currently levies about 17.4227 mills on non‑homestead property. The proposal the district will place on the ballot is written to allow a 23‑mill authorization — Conan said the higher number accounts for rollback calculations so the district can reliably collect the state‑assumed 18 mills. She told trustees the levy supports roughly $21 million annually, about 15% of the district’s operating budget, and pays for teacher salaries, textbooks, classroom technology and routine operating costs such as utilities and building maintenance.
Board members asked whether passage would affect homeowners’ primary‑residence taxes; Conan reiterated the levy applies only to non‑homestead properties (commercial, industrial, rental and vacant land) and does not increase primary‑residence taxes. Trustees also asked about the consequence of a failed election; Conan said that failure would prevent the district from levying the current 17.4227 mills and result in an annual revenue loss of about $21 million until a future approval is obtained.
Conan and trustees discussed outreach plans and materials: the district will post ballot language and Q&A materials on its website, run community forums and provide building‑level communications. She encouraged voter participation and noted absentee ballots will be available in June.
The board did not vote on the millage at the meeting; the presentation was informational to allow the board and the public to review the proposal and outreach plan before the election.
