Motion to submit Little League grant for softball field fails after split council vote

Trappe — A motion to submit a grant application to fund a softball field at Home Run Baker Park failed at the Trappe Town Council meeting Aug. 7 after splitting the panel.
Cheryl Lewis presented an almost-complete application for grant funding to install a softball field; she said contractor quotes were pending and estimated the project cost at $100,000–$150,000. The park is county-owned, and a joint-use agreement — requiring county maintenance and a revised standard state joint-use form — must be negotiated and approved before the town could accept and manage improvements.
Commissioner Michael Sullivan moved to submit the grant application and work to secure a revised joint-use agreement with the county; President Schmidt seconded the motion. The motion failed on a 2–1–1 vote: Sullivan — yes; Schmidt — yes; Potter — no; Chase — abstain.
Commissioner Rose Potter had expressed concern that the application was incomplete and that the joint-use agreement was not finalized. Lewis said that grants are typically reimbursed and that the town could decline the award if the joint-use agreement could not be executed.
The council did not take further action on the project at the meeting; Planning Commission and the County Parks and Recreation Board had previously given favorable recommendations.
