Walkersville EDC advances Pop Up on Penn plans, approves December minutes

Felicia Warfield Martin, owner of Whistle Stop Coffee in Walkersville, told the commission she has "a list of about 15 people who may be interested" in participating and described vendor-placement ideas, live music and using the feed store lot and grassy area for booths. "My name is Felicia Warfield Martin and I own Whistle Stop Coffee in Walkersville," she said when asked to state her name and business for the record.
Commission members said outreach has focused on vendors that participated last year and nearby businesses in Thurmont's Main Street program. A set of vendors were read into the record as currently confirmed or likely to return, including Brick Block Cakes, Juliette's Crochet Critters, Snowball Waterfalls, Rachel's Cakery, Bridal Creations and Pleasant Hill Produce; one out-of-area vendor expressed interest in selling goat soap.
Organizers outlined a publicity plan that includes an article and ad placements in March and April, with an event flyer to be finalized in April and an online registration link on the town website. A member asked participants to drop off printed flyers for a March library showcase; the WVPA agreed to place Pop Up materials in the library display the month before the event.
The commission also discussed coordinating a ribbon cutting the same day as Pop Up on Penn. Martin recommended timing the ceremony around train arrivals to capture riders and said she would provide the relevant train departure times so the group could schedule the ribbon cutting about 30 minutes before a train's departure.
Members raised ancillary items, including possible collaboration with the Parks Commission for a food-truck-focused event later in the season and follow-up with a new hair salon and other prospective businesses that had delayed in-person meetings because of cold weather.
On administrative items, the commission noted applications for two open EDC seats closed Jan. 31 and said they will review applicants with a likely appointment timeline at the first meeting in March. The EDC set its next meeting for March 24 at 7 p.m.
The discussion was procedural and organizational; no new ordinances, contracts or budget decisions were taken at the session.
