Town council formally accepts schematic design to clear way for design-development phase

The town council voted unanimously to formally accept the schematic design phase for the project, correcting an inadvertent omission in the committee charter and clearing the way for the next design-development steps. The chair said the schematic designs were presented April 7 and the town attorney recommended formal acceptance as a cautionary procedural step. The chair declared: “It is approved.”

The approval follows a public comment from resident Mark Primar, who told the council he “strongly support[s] the project, and I especially support the design professionals we have involved,” and urged additional public sessions to review progress.

During discussion, a council member said he had previously pushed to make the lobby smaller but withdrew that preference after concluding a larger lobby would better accommodate events and hosting. The council member also proposed developing an outdoor amphitheater or stepped grassy seating area more fully, suggesting a platform at the top for “light performances” or presentations and a larger walkway toward the Betsy Harrison side. The council member said: “So you could do some light performances outside or some presentations outside.”

The chair and others noted consultants had applied a standard per-person square-footage for the lobby and that earlier schematic iterations showing a smaller lobby required concessions elsewhere. Council members said both architectural features that add ambiance (for example, clerestory windows) and cost-savings proposals from the architect team and the construction manager at risk will be evaluated during design development.

The council previously approved the selection of Edifice Construction as construction manager at risk and the preconstruction services portion of that relationship; the chair said formal schematic acceptance was required by the committee charter to proceed to the next contractual and design milestones. The council scheduled an initial meeting to begin the design development phase, to be noticed in the coming week.

Vote and next steps: The chair called the vote and members signaled four ayes; the chair declared the schematic design approved. Individual roll-call votes were not recorded in the transcript. Staff and the design team will refine trade-offs, schedule the design-development meeting and return with updated documents and notices.
