Edmore council debates water tower maintenance approach and budgeting

At the Nov. 11, 2025 meeting, the Edmore Village Council discussed how to handle upcoming water tower maintenance and whether to keep a long-term maintenance contract with Utility Services or to pursue inspections and bids through Dixon Engineering and contract work as needed.
Village Manager Mark Borden told the council that Utility Services performs maintenance with its own crews while Dixon Engineering provides inspections and recommendations, assists with bids, and does not maintain a painting crew. Council members discussed two models: continuing the current prepaid contract (which includes building up payments in advance) or cancelling the contract and paying for services as they occur. Borden said engineers are advising on timing; some council members cited new guidance that a tower’s useful life may be about 125 years rather than the previously estimated 100 years.
Council member McParland cautioned that recommitting to a 10-year prepaid contract effectively locks in payments intended to cover painting and other large maintenance needs. President Chet Guild asked the utility committee to confer with staff (Tracy, Andy and Mark Borden) and return a recommendation; no formal motion or vote was taken on the contract at this meeting.
Council members noted that Dixon can assist with inspections and bids but would not supply a painting crew, which affects how the village would procure painting work if it abandons a single long-term contractor.
