Edmore council accepts $250,000 offer for Fence Rider Museum; zoning, signatures authorized

The Edmore Village Council voted to accept a $250,000 offer from New Haven Assisted Living to purchase the Fence Rider Museum building and a portion of the surrounding property, passing the motion 6-1 on Aug. 11, 2025. Councilmember Kanine moved to accept the offer and Councilmember Moore supported; Councilmember McParland voted no while six members voted yes.
President Chet Guild presided over the meeting and the council next approved a zoning determination that assisted-living facility uses are of the same general character as other permitted uses in the village B-2 district. Councilmember Colburn moved that finding, Councilmember Kanine seconded, and the roll-call vote was unanimous, 7-0.
The council then authorized the Village President and Village Clerk to sign the purchase agreement and its addendum. Councilmember Moore moved the authorization, supported by Councilmember Kanine; the motion passed by roll-call vote 7-0. Separately, the council authorized Village Manager Mark Borden to sign any future legal documents pertaining to the sale of the museum property or the Taco Bell property; that motion, moved by Councilmember McParland and seconded by Councilmember Colburn, also passed 7-0.
Treasurer Shirley Drain reported that the July books are closed and balanced, that cash looks good and that all ELF loans are current. The council approved payment of bills (motion by Councilmember Colburn, supported by Councilmember Kanine) and accepted the meeting minutes for Aug. 11, 2025 (motion by Councilmember Griswold, supported by Councilmember Moore); both motions passed by voice vote, 7-0.
The council set community trick-or-treat hours for Friday, Oct. 31, 2025, from 5 p.m. to 7 p.m., continuing the previously established schedule, and heard brief council comments about downtown planter pots and park vandalism. Manager Borden said an auction company will inventory museum items the following day and that he will follow up on a report of possible occupancy at a vacant health complex east of town.
