Andrew council approves $41,066 well repair, flow meter and multiple routine items

Mayor Mike Roeder called the meeting to order at 6:30 p.m. and Councilmembers Regan, Rowan, Till and Jamison were present. During the public forum, Jackson County 4-H members gave a presentation on the "Barn of Dreams," explaining how the new barn would be used by local 4-H clubs and noting the clubs are beginning to receive donations and municipal support.
Resident JoAnn Caven raised a concern about a property her son recently purchased, saying the ditch there is too steep to mow. "The DOT mows that ditch," Mayor Roeder said in response, indicating a state agency is responsible for maintenance along that right of way.
In a presentation on municipal water infrastructure, Mike Whittenbaugh of Cahoy Pump Services reported parts on Well No. 2 were worn and described repairs needed to return the well to proper service. Councilmember Regan moved to accept a proposed repair contract for $41,066.00; Councilmember Till seconded and the motion carried.
Council approved a building permit associated with the name Mihalakis after a motion by Councilmember Jamison and a second by Regan. The council also recognized Kilburg for unpaid work at the community center and, by motion, awarded him a complimentary rental of the facility in lieu of payment.
A representative from People(s) Services described the need for a new flow meter and future system improvements. Councilmember Jamison moved to purchase a flow meter from Central State for $3,818.92; Councilmember Till seconded and the motion passed.
Councilmember Till reported several swings in the park needed replacement and was authorized to proceed with ordering replacements. Till also said she will pursue grant funding to purchase signs, tables and chairs for the community center. Councilmember Regan requested that the city keep a log of all gas purchases to ensure they match invoices. Witt reported he has worked on dugouts to prepare for the ball season. Complaints about dogs running at large associated with the name Stoddard were noted and Witt was directed to speak with the parties involved and provide a copy of the ordinance.
