Section 5 manager to depart at year'end; council seeks replacement by Nov. 8

Ashley Kavanaugh, Section 5 Town Manager, informed the council that she intends to leave her position by the end of 2024. Chair Greg Chernack and council members thanked Kavanaugh for a decade of service, citing her work managing daily operations, state and county outreach, records retention, the 2017 building code update, the annual budget, hiring a consulting arborist and building administrator, instituting a two'officer policing system, and managing major gas and waterline upgrades. The council said it is extremely grateful for her service and that she will be missed.
The council said a Position Description will be shared with residents and that applications for the Town Manager position will be accepted until Nov. 8, 2024. Residency in Section 5 is preferred but not required because the incumbent is expected to maintain the town office in his or her home. The council asked residents to direct questions to Kavanaugh or any council member.
At the same meeting the Town Manager presented the monthly financial report and answered council questions. In the Manager's Report Kavanaugh noted that WSSC sewer work will continue on Williams Lane and Woodbine Street for at least the next three to four weeks; Clark Azar and Associates is close to providing draft design plans for Leland Court (written plans expected by mid'October); the Section will migrate to a self'managed DNS website server and new Manager@chevychasesection5.org email (discontinuing the Comcast manager address); the Section auditor prepared files for the annual audit with an expected submission by Oct. 31; and several community events and services were announced, including the Chevy Chase Fire Department open house Oct. 12, first leaf vacuuming Oct. 21, and a Section Halloween party Oct. 31.
No personnel appointment was made at the meeting; the council set a deadline for applications and will consider candidates in subsequent meetings.
