The developer told the board the subdivision will be built in phases to help stagger upfront costs.

The agreement also sets the schedule for when public infrastructure will be accepted and when letters of credit may be reduced.
What officials said and did: Clerk‑Treasurer Halbach and Administrator Friday presented updates from McMahon and Cedar and said DNR approvals and sewer service area amendments had been granted for certain elements. Trustees asked for clearer phase schedules and a warranty period consistent with village norms; the board approved the agreement subject to legal confirmation of a warranty term.
Next steps: The developer will provide updated final plat and phasing language, village staff will secure the DNR sewer approvals and settle warranty language with legal counsel before the agreement is executed and construction proceeds.
