Sherwood creates Village Administrator position, hires interim and adopts recruitment plan

The Village of Sherwood moved to professionalize its municipal management in 2007. Following the resignation of Village Coordinator Joshua Van Lieshout, trustees set a salary range of $50,000–$68,000 for the new administrator position and approved a recruitment schedule. The Board contracted with Public Administration Associates to support recruitment and interim administration and later approved Ordinance 07-95 formally establishing the Village Administrator role, responsibilities, and duties.
The Board approved interim consulting contracts while the search proceeded: a short-term consultant was engaged to provide interim administrative services at a negotiated hourly rate, and the Board later approved a separate employment agreement for Randy Friday as interim Administrator. Trustees said the administrator position would include oversight of public-works functions, water and sewer utility coordination, emergency-management duties and supervisory responsibilities for municipal operations.
The Board asked consultants to lead a one-day finalist interview process with community stakeholders and staff participation. The process culminated in a closed-session personnel decision and a subsequent employment agreement; the Board also set FY2008 goals for the new administrator including public-works facility planning, water-supply site selection, and capital-plan coordination.
