Livingston County board approves contracts, budget amendments and sheriff vehicle purchase

The Livingston County Board of Supervisors unanimously approved a slate of resolutions at its regular meeting, authorizing contracts for county health services, awarding infrastructure and bid contracts, adopting policy revisions and approving budget amendments and vehicle purchases.
A staff member told the board the Connect All office has granted a six-month extension for the county's Municipal Infrastructure Program (MIP) broadband project funded with state ARPA money, easing previously reported schedule pressure. The same staff member said the county is beginning 2027 budget preparations and that Gallagher projected a likely 32% increase in county health insurance costs for 2027, up from 18% the prior year. "We now have an extension for another 6 months...so we don't have that same pressure," the staff member said. "Our health insurance cost has jumped or will likely jump in 2027, 32%. Last year, it was 18%." The staff member also reported year-to-date sales tax receipts of about $22,300,000, roughly $1,200,000 ahead of this time last year.
On the consent agenda and by unanimous consent the board adopted a series of resolutions: authorization for the chairman to sign contracts for the Livingston County Center for Nursing and Rehabilitation with SHC Services Inc. (Supplemental Health Care) and TrueStaff Travel Nurses LLC; a contract for physical therapy professionals for the Department of Health; amendments to the County purchasing policy; and the adoption of an indigent burial policy for the Department of Social Services (amending resolution 2023 3 29). The board also authorized a county electricity agreement procured through Genesee County's award to Constellation New Energy, Inc., awarded bid number 202616 for the Connectall MIP Area 1 labor to Henkel's and McCoy Inc., and authorized submission of an Environmental Protection Fund application to update land use regulations in the Canisius Lake Watershed.
Other actions approved included authorizing county dog-control staff to facilitate New York State dog license applications on behalf of towns, two transfers of funds for the Department of Health, and amendments to the 2026 county budget affecting highway and planning lines. The board also authorized the purchase of two new 2026 Chevrolet Tahoes for the Livingston County Sheriff's Office from Denuer Chevrolet Inc.
The meeting record shows motions were offered and approved by roll call or unanimous consent with routine 'Aye' votes recorded for each item. The board also acknowledged receipt of a notice of intent to file a lawsuit for Matthew Amenberg and accepted an abstract of claims for the record.
The county will proceed with budget preparation for 2027 with department heads; staff indicated the timeline and final impact of state actions on next year's budget remain uncertain. The board adjourned after asking for other business; no further items were raised at the close of the meeting.
