Robin Reid, chair of the Personnel Committee, called the meeting to order at 6:01 p.m. on April 13, 2026, at the Spring Green Village Office. Committee members Deb Miller and Hope Winship attended in person; Wendy Crary served as minute taker and Police Chief Michael Stoddard attended as staff.
The committee approved the minutes of the Aug. 25, 2025 Personnel Committee meeting and the meeting agenda. Deb Miller moved to approve the minutes and agenda, and Hope Winship seconded both motions; each motion "passed with all in favor," as recorded in the minutes.
At 6:03 p.m. Robin Reid moved and Hope Winship seconded that the committee convene into closed session under Section 19.85(1)(c) of the Wisconsin Statutes, which pertains to considering employment, promotion, compensation, or performance-evaluation data of public employees. The motion passed; a roll-call vote recorded Aye: Deb Miller, Hope Winship, and Robin Reid.
The committee reconvened into open session at 6:58 p.m.; Winship moved and Miller seconded the motion to return to open session, and the motion passed with all in favor.
In open session the committee discussed hiring requirements and the process to fill the Police Chief position. No formal action was taken on hiring requirements during this meeting. The committee scheduled a continued meeting for April 21, 2026, at 7:00 p.m. to further consider hiring criteria and process-related details.
Police Chief Michael Stoddard will draft the advertisement for the Police Chief vacancy for review by the Personnel Committee prior to publication, as the committee directed. There was no general public comment at the meeting.
The meeting was adjourned at 6:59 p.m. following a motion by Deb Miller and a second by Hope Winship that passed unanimously. The Personnel Committee will reconvene April 21, 2026, at 7:00 p.m. to continue discussion on hiring the Police Chief.
