Staff summarized Safe Step's survey: 1.87 miles of sidewalk were evaluated and 76 defects were identified for saw-cutting. The immediate saw-cut estimate was $10,135.29 before prepayment; with prepayment applied the remaining saw-cut balance was $7,735.29. Safe Step provided a conservative estimate that full removal and replacement would cost a minimum of $91,992 depending on defective square footage; a Safe Step representative estimated repaired sections would last about 10–15 years and said roughly 85% of prior repairs remained intact. Council approved the Safe Step pilot on a motion by Dunn, seconded by Everroad.
At the meeting the council also approved a personnel offer recommended by the Personnel Committee: Candidate 1 was offered a starting wage of $26.52 per hour at pay step 2 with two weeks' vacation to be effective after a six-month probation period (motion Lake/Krueger). The council approved Resolution RES 25-09, disallowing a resident reimbursement claim related to a broken water service line during meter testing per the city's insurer recommendation (motion Dunn/Oja). The consent agenda — including acceptance of July 1 minutes, monthly payables, an increase to a bank note by $100,000 for sewer lining and a vac truck, an extension amendment to the North Memorial Ambulance contract (two years, 5% increase), and authorization to spend $4,000 from the water utility for phase 1 of the Ehlers water-rate study — was approved (motion Gabriel/Dohm) with item f (Safe Step) and item m (Railroad Park playground) pulled for discussion.
During the Railroad Park playground discussion, Councilmember Lake asked what age group the new equipment targets and questioned long-term park funding; the mayor said donated funds specifically earmarked for Railroad Park would cover the playground and not the city's General Fund.
