Spooner council adopts consent agenda, proclaims Arbor Day and hears staff reports including AED donation

The Spooner City Council on April 3 approved a broad consent agenda and adopted an Arbor Day proclamation and heard multiple staff reports.

The consent agenda, approved by motion (Parker/Oja), included acceptance of March 4 minutes; approval of finance committee payables; an MSA GIS scope of service proposal; a 2025 Flex Patch contract with Fahrner Asphalt Sealers for $35,000 and a 2025 painting contract with Fahrner Asphalt Sealers for $16,456; contracting Bill Marx for construction staking; Emergency Action Plan updates; park permits for Railroad Park (Spooner Health Aug. 12–13, Make Music Day June 21, Spooner Library July 22) and Centennial/City Park events; a home occupation permit for Patrice Marshall; a revised zoning/land use application; a Class C (wine only) liquor license for The Dock Coffee LLC (Apr 3–June 30, 2025); and a Tree Board recommendation to purchase five trees each of four species for the Ash Street project.

Mayor Gary J. Cuskey read and the council adopted an Arbor Day proclamation for April 25, 2025 (motion Everroad/Lake).

In staff reports, the financial report for February 2025 was approved (motion Everroad/Gabriel). The chief summarized monthly activities, thanked the Spooner Trego Lions Club for a $2,397 donation to purchase three AEDs for squads, and reported training with other agencies and enforcement totals as presented (950 contacts, 176 cases, 1,126 total). The BID report covered holiday snowflake repairs and city photography; the library liaison reported 8,952 visitors year to date and a spring newsletter.
