He asked the commission to consider a conditional approval subject to satisfactorily addressing the engineer’s comments with town staff.
Commission members pressed for documentation on several technical points. One commissioner asked for a tree survey that would identify trees to be removed and any required replacements under the township ordinance; another noted outstanding landscape and lighting items and requested the applicant clarify buffer‑yard modifications (reducing a 15‑foot buffer to roughly 6–8 feet along part of the frontage). Commissioners also raised concerns about stormwater infiltration, slope stability where a 2:1 fill slope was proposed instead of the code-referenced 3:1 slope, and sight distance for driveway turns. The applicant pointed to a geotechnical report prepared by Pennsylvania Soil and Rock and said construction inspections, compaction testing and performance bonding would document compliance and allocate liability to the developer and their design team.
Staff and commissioners discussed third‑party permits the project must secure before construction, including the Conservation District’s NPDES review and any PennDOT Highway Occupancy Permit for the entrances. The applicant agreed to provide a vehicle‑drop‑off narrative, revised lighting cutoffs at property lines and a zoomed‑in landscaping detail for the reduced buffer area prior to returning.
After review, the commission voted to table PLC 26‑14 so the applicant can respond in writing to the outstanding engineering, stormwater and landscaping comments and provide the requested documentation. No final approval or vote on conditions occurred at the meeting.
