Spring Green Plan Commission recommends approval of two certified survey maps; continues review of SR-1 design overlay

The Village of Spring Green Plan Commission met April 15, 2026, and recommended that the Village Board approve two certified survey maps affecting parcels on Bossard Street and Sommerset Road, approved routine agenda items and minutes, and directed staff to continue working on proposed revisions to the SR-1 Village Special Design Review District.
Plan Commission member Kevin Zimmer moved to approve the meeting agenda; member Ed Lilla seconded and the motion passed unanimously with all four members in attendance voting in favor. Member David Saperstein moved to approve the minutes of the March 18, 2026 meeting; Zimmer seconded and that motion also passed unanimously.
On a certified survey map submitted by the Village of Spring Green, commissioners considered a proposal to split 0.52 acres from parcel #182-0365-50300 at the end of Bossard Street. Commissioners noted that the resulting lot does not front a public street and that an easement will provide necessary access. Member David Saperstein moved and member Kevin Zimmer seconded a recommendation that the Village Board approve the CSM; the motion passed with all in attendance voting in favor.
The Commission then reviewed a CSM from VC Commercial Properties LLC (applicant Matt Kalish) to join five lots into two on Sommerset Road (parcels #182-0749-00000, #182-0750-00000, #182-0751-00000, #182-0752-00000 and #182-0753-00000). Commissioner Ed Lilla pointed out that the setback listed for Sycamore Street needs to be corrected prior to the map being signed. Member Kevin Zimmer moved to recommend approval to the Village Board; Ed Lilla seconded and the motion passed with all in attendance in favor.
Commission member Greg Prem reported he will finalize proposed amendments to the SR-1 Village Special Design Review District (overlay) and submit those revisions to the Plan Commission for further review. The item was placed on the May meeting agenda. No formal action was taken on the SR-1 revisions during the April meeting.
Wendy Crary was appointed minute taker for the meeting. With no public comment, the Commission adjourned at 7:11 p.m. Member Greg Prem moved to adjourn; member Kevin Zimmer seconded and the motion passed unanimously.
The Plan Commission’s recommendations on the two certified survey maps will be forwarded to the Village Board for final consideration; the SR-1 overlay revisions are scheduled for further review at the Commission’s May meeting.
