Spooner council approves initial borrowing for sewer projects, adopts budget amendment and routine permits

The Spooner City Council on May 6 approved Resolution 25-05 to begin borrowing for 2025 projects and passed Resolution 25-06 amending the 2025 budget, taking an early step to finance sewer lining work and a sewer vacuum truck recommended in a 2023 rate study.
Council member Everroad moved to approve the initial borrowing resolution and Dohm seconded; the motion passed. Council member Dunn moved the budget amendment, seconded by Gabriel; that motion also passed. The council discussed an interfund loan option as part of financing choices for the sewer project but took no final decision on loan source at the meeting.
The council also approved a consolidated consent agenda (items a–o) by motion of Dohm, seconded by Gabriel. The consent package encompassed routine approvals including acceptance of April meeting minutes, a list of payables, a recommendation to contract with MSA for a TID proposal, DOT Highway 70 agreements, park permit approvals, a five-year well operation permit renewal for the DNR-GTT Fish Hatchery, a temporary parking lot closure for the Wisconsin Canoe Heritage Museum and several extra-territorial certified survey maps. Council member Lake asked that the conditional-use request for a 2.25 MW solar array be pulled for additional comment (that request was recorded and discussed separately).
Licenses and permits approved included a Temporary Class “B” Beer Retailer’s License for the Spooner Cardinals for multiple dates from May through July 2025 and multiple picnic (temporary class B) licenses for community events. The council accepted a Spooner Youth Baseball request to install and for the city to pay approximately $350 for an enclosed outdoor bulletin board at College Street Park.
In staff reports, the council accepted the March 2025 financial report by motion of Dohm, seconded by Gabriel. The police chief was absent for training; staff reported 963 calls and contacts year to date. The Business Improvement District reported upcoming flower planting; Jennifer Kiminski requested a significant increase in pay for flower-watering services—from $22 to $50 per hour—which staff and BID representatives said is not currently budgeted and will be discussed at the May 20 Finance Committee meeting.
The council approved a proclamation recognizing the 56th Annual Wisconsin Municipal Clerk’s Week (May 4–10, 2025) and extended appreciation to City Clerk/Treasurer Krista J. Lyons-Hartwig. Mayor Gary J. Cuskey opened the meeting with a public-safety reminder about spring cleanup and watching for children on bikes.
