Spencer Board of Review appoints officers, accepts assessment roll with no objections

Harry Toufar was named chair and led the Village of Spencer Board of Review meeting on May 14, 2026, at the Spencer Municipal Complex, where the board appointed officers, accepted the assessment roll and reviewed assessments without receiving any taxpayer protests.
The session opened at 6:00 p.m. with Toufar calling the meeting to order. Toufar appointed Chris Helgestad as Board of Review clerk; Helgestad also confirmed he had completed the board's annual mandatory training requirement. At roll call, members present included Toufar, Vice-Chairperson Jeremy Carolfi, Bill Hoes and Helgestad; Assessor Greg Schmidt attended.
Assessor Greg Schmidt presented the Annual Assessment Report and provided a signed affidavit. Helgestad took receipt of the Assessment Roll and the board proceeded to examine the roll parcel by parcel. Schmidt reported no description or calculation errors and no omitted or double-assessed properties. He also stated there were no corrections of error under state law (Wis. Stat. 70.43) and no changes made during open book.
Helgestad confirmed that the village has an ordinance implementing confidentiality of income and expense information provided to the assessor under state law (Wis. Stat. 70.47(7)(af)). No motions were made to amend sworn telephone or written testimony procedures, and the board did not adopt a waiver policy for BOR hearing requests during this session.
A motion carried to approve the May 13, 2025 meeting minutes (recorded as (Toufar)(Hoes)). The board also recorded that no taxpayers were present to review data or contest assessments, no notices of intent to file objections were received, and no additional hearings or meetings were scheduled. The meeting was adjourned at 8:00 p.m. on a carried motion recorded as (Carolfi)(Hoes).
The Board of Review took no substantive contested actions at this meeting; the assessor's report and roll were accepted for record and no further hearings were set.
