Chevy Chase Section Five adopts FY2026 budget; residents set tax rate at zero

The Village of Chevy Chase Section Five council adopted the Fiscal Year 2026 budget (Ordinance No. 4-25-1) as submitted at its May 6, 2025 meeting after the Town Manager presented a version she said contained no material changes from the April draft.
The budget adoption came on a motion from Chair Greg Chernack that was seconded and passed unanimously. Immediately afterward, residents present voted unanimously to adopt the council’s recommendation to set Section 5’s tax rate at zero for FY2026.
Town Manager Rachel DeLong told the council the American Rescue Plan Act (ARPA) Project and Expenditure Report for April 1, 2024–March 31, 2025 shows all ARPA funds have been obligated through 2026 and are being applied to the trash contract and police salaries. DeLong also requested two cash-management actions: authorization to transfer $30,000 from the general fund to the Capital Improvements fund (as outlined in last year’s budget) and authorization to move funds from the checking account to savings while leaving approximately three to six months of operating expenses in checking. The council approved both requests by motion and unanimous vote.
Other operational items discussed in the Manager’s Report included a proposal to digitize historically relevant paper records (consultant estimate: about $2,000) and scheduling a street-cleaning job. The council agreed the record-digitization work should proceed and that the street cleaning should be scheduled before curb-staining work.
The council set its next meeting for June 10, 2025, at 7:30 p.m. at Village Hall, 5906 Connecticut Avenue; the Manager said election results and swearing-in logistics will be circulated to candidates and residents by email before that meeting.
