Amanda Gilardo, the town’s Water Treatment Plant Operator, told the board that the originally awarded bidder for polyorthophosphate (Klenzoid Inc.) submitted a liquid product, but the Chadwick Lake plant requires a 4:1 powder blend. Because the product did not meet specifications, staff recommended rescinding the award to Klenzoid.
The Board rescinded the Klenzoid award and approved awarding the polyorthophosphate contract to the next lowest bidder meeting specifications, Shannon Chemical Corp., at $2.17 per pound. Motions to rescind and to award were approved by roll-call votes of 4–0 (Supervisor absent).
The transcript records that the plant’s system is set up for the powder blend and that the award to Shannon Chemical is conditional on its product meeting the 4:1 powder specification. No additional procurement appeals or protests were recorded at the meeting.
