"CB 53 would roll back this progress and cause confusion," Smith said, asking the town to oppose the measure ahead of an upcoming committee hearing. He cited Sierra Club survey findings that reusable‑bag use among shoppers rose from about 12% in 2019 to roughly 68% in May of this year and told the council volunteers had picked up about 380 bags across roughly 10 litter‑pickup events since the cleanup effort began.
Smith also reported that the Council of Governments and Anacostia Riverkeeper will receive a $1,000,000 grant to remove large debris from a particularly polluted stretch of Lower Beaver Dam Creek, and he said the Green Infrastructure Committee will provide a written recommendation to the council.
Councilmembers thanked the committee for the heads‑up; staff and the council did not take a formal vote on the recommendation during the meeting but will receive the written recommendation in the coming days for consideration and possible action ahead of a county committee hearing.
