Developer proposes 31 townhomes at 5801 Annapolis Road; council to host developer at work session

Town staff told the council that Zikhaisa Group indicated interest in assembling parcels at 5801 Annapolis Road to develop 31 three-story townhomes.
Mr. Galloway said the developer, represented by Mr. Singh, seeks three parcels (labeled a, b and d in the transcript) to create a 3.1-acre site. "The developer has determined that they would like to build or develop 31 townhomes, 3 story units, and they would all be approximately 2,600 square feet each," he said. The tentative schedule discussed included obtaining permits in 2024–2025 and beginning construction in fall 2026.
Staff said it will invite the developer to a July or August work session so the council and planning board can meet the applicant and review plans, and will survey town-owned land adjacent to the site to inform any potential sale or use discussions.
Council members asked for a map showing the developer-owned parcels versus town property and for a work-session format that would allow public questions. The planning process will require the developer to appear before the planning board and later make a formal public submission if they proceed; no formal approvals were requested or taken at the July 11 meeting.
