The Calvert County Planning Commission on July 17 approved the conceptual site plan CSPR 143134 for the Kelly Generator Storage Facility, a proposed 16,800‑square‑foot warehouse (including 3,200 square feet of office) on a 3.69‑acre parcel off Meadow Run Lane north of Maryland Route 4.
"At this time, staff recommends approval of CSPR 143134, conceptual site plan for Kelly Generator Storage Facility with the following 4 conditions as found in the staff report, as well as attached comments," Principal Planner Christine Finamore told commissioners during a staff presentation that summarized plan reviews, zoning consistency and required follow-up steps.
The presentation said the conceptual plan was accepted by the county’s technical evaluation group in January 2024 and that Plan #2 was received in May 2024. Staff told the commission the site is proposed with an on‑site private well and septic, 21 required parking spaces are shown, and the plan indicates no impacts to wetlands or regulated streams. The traffic impact analysis form was approved by the Department of Public Works on Feb. 27, 2024, and staff noted the project must still complete the county’s three‑step site‑plan approval process (detailed engineering site plan followed by final site plan) before permit applications.
Commissioners asked technical questions about the septic layout and parcel boundaries; staff pointed to supporting documents (sheet C4) showing the septic design and said the developer will need health‑department approval for the septic before site‑plan approval. Commissioner Christopher Gadway moved to approve the conceptual site plan with modifications to staff‑recommended conditions; Commissioner Greg Kernan seconded. The commission voted in favor by voice vote and the motion carried.
The decision was procedural: approval at the conceptual level advances the application to the detailed engineering stage, where engineering plans, health‑department signoffs and final site‑plan review must be completed. The staff report lists the four conditions attached to the recommendation and the applicant must satisfy those conditions and any technical comments before final approvals and permits are issued.
