Planning commission keeps TDR map, votes to combine review with Maryland report

The Caroline County Planning Commission voted to retain the Transfer of Development Rights (TDR) receiving-area map and to recommend a change so the commission's annual TDR review is completed at the same time the county files its annual report to the Maryland Department of Planning (MDP).
Planning staff member Matt Gudzinski told the commission the county issued 30 new dwelling permits in the past year and that staff's calculations show roughly 2,323 dwelling units of capacity currently accounted for. "Based on these current conditions, we're at 23.98% of the TDR receiving area for capacity purposes," Matt said. Staff recommended adopting the program as it stands and considering changes during the comprehensive-plan update.
Matt and another staff speaker explained they typically submit an annual development-growth report to MDP in June and proposed a text amendment so the local TDR review would be timed to that submission rather than specifying October in county code. The commission approved a motion to continue the TDR program unchanged and to recommend that commissioners consider a code change to allow the combined timing; staff will prepare the text amendment language for later consideration.
The change is procedural: it would not immediately alter the receiving-area boundary but would adjust the code language that prescribes when the review is performed so the county can coordinate annual reports to the state and local review work.
