Planning commission backs state clearinghouse comments for two affordable-housing rehabs

The Caroline County Planning Commission voted to submit a positive clearinghouse comment for two Department of Housing and Community Development rehabilitation projects after staff said the environmental assessment found no issues that require further review.
Leslie Grunyan, a county planner, told the commission the projects cover interior unit rehabs and site improvements at Tuckahoe Gardens Apartments in Bridal and University Apartments in Federalsburg. She said the department is financing the work through a $5,000,000 bond and that the clearinghouse materials indicate the amount is divided roughly equally between the two properties.
"Their conclusion on both properties was, there were none," Grunyan said of environmental impacts and added that the consultant recommended there was no need for a Level 2 assessment. Staff recommended an approval code C-1 because the projects are consistent with county and municipal comprehensive-plan housing goals.
A commissioner moved, the motion was seconded and the commission voted to send the C-1 recommendation to the state clearinghouse. The commission recorded no opposing votes during the roll-call "aye" procedure.
The recommendation will be transmitted to the Department of Housing and Community Development and other state clearinghouse reviewers as part of the normal review process.
